Key objectives
- Co-design with actual users a GOVSATCOM Crisis Management Service Pack to support the coordination and response activities in massive civil emergencies or security crisis situations.
- Prototype an innovative ground segment component for an optimal allocation of available SATCOM resources under dynamic demands in a massive crisis scenario involving users from multiple countries.
- Foster interoperability among commercial and governmental satellite systems, and among satellite and terrestrial network, which will preserve secure communications when switching between different communication channels and networks.
- Indicate synergies that can be harvested by the integration of services and products offered by different EU Space Programme comments in the area of crisis management.
Target audiences
- GOVSATCOM End-Users - Crisis management and civil protection actors in EU Member States and EU entities directly involved in emergency response at the national, regional or federal and local level, as well as non-governmental aid and relief organisations, who could use GOVSATCOM services for the coordination of disaster management operations and communications in the field (e.g., emergency operation centre personnel and first responders: police, firefighters, search and rescue teams, medical services, etc., EEAS, CSDP, diplomatic network)
- GOVSATCOM Stakeholders - Relevant EU and national crisis management and civil protection authorities and state institutions responsible for the creation of policies and coordination of activities undertaken in the field of crisis management (e.g., Government Centre for Security or Federal Office of Civil Protection and Disaster Assistance, ministries responsible for the implementation of crisis management and civil protection policies, State Police, State Fire Service, Border Guard, State Security Service, etc.
- Scientific Community - Scientific research and professional communities and space companies involved in the development of SATCOM enabling technologies, infrastructure and services
- General Public – Individuals interested in better crisis management services for citizens and in space-based technologies
Anticipated outputs and results
- Definition of an optimal portfolio of end-to-end secure SATCOM services for governmental users, which foster integrated applications to leverage synergies with Copernicus-based products and Galileo services in crisis management situations.
- Successful demonstrations of the proposed GOVSATCOM Crisis Management Service Pack in land and maritime scenarios, from the End-User’s perspective.
- Development of a prototype for an optimal SATCOM resources allocation under dynamic demands (the Dynamic Planner), and for interoperability among existing telecom channels and preservation of secure communications (the Network Balancer).
- Enhanced competence of prospective GOVSATCOM End-Users through their participation in the proposed capacity-building programme, which will encompass a tailored training programme and materials for End-Users and other stakeholders involved in demonstrations, as well as workshops addressed to GOVSATCOM stakeholders.
- GOVSATCOM Crisis Management Service Pack Roadmap which will propose a technological path to address gaps identified by stakeholders during demonstrations regarding technical, operational and security features.
- Policy recommendations for operational and technological advancements derived from the innovative GOVSATCOM use cases in the area of massive crisis management.
